NOTICE OF PSYPACT PROPOSED RULEMAKING:

The Psychology Interjurisdictional Compact (PSYPACT) Commission has published Proposed Rules for consideration and comment. The Proposed Rules can be found HERE.

The proposed rules are being considered to:

  • Add a mechanism for the formula used to access the Annual Assessment fees being charged to the states to be reviewed and modified by the PSYPACT Commission as needed.
  • Ensure the maximum Annual Assessment fee is set at no greater than $6,000 per jurisdiction.

These Proposed Rules are open for a 60-day public comment period for stakeholders who wish to provide comments. Written comments may be submitted to the PSYPACT Commission via the PSYPACT website. The deadline for submission of written comments is February 20, 2026.

On November 3, 2024, the Board of Examiners of Psychologists voted to finalize regulation changes pertaining to continuing education. The final changes were published in the Register of Regulations on December 1, 2024 and become effective on December 11, 2024. The changes include proration of CE requirement for new and reactivating licenses (10.2); the hardship request process (10.3); CE credit for graduate coursework (10.6.2); CE credit for authorship, editing or reviewing of a publication (10.6.5-10.6.5.4); and CE credit for the presentation of a scientific or professional paper or poster at a meeting of a professional or scientific organization (10.6.6). Please review these changes carefully.

Objective and Function

The primary objective of the Delaware Board of Examiners of Psychologists is to protect the public from unsafe practices and practices which tend to reduce competition or fix prices for services. The Board must also maintain standards of professional competence and service delivery. To meet these objectives, the Board

  • develops standards for professional competency
  • promulgates rules and regulations
  • adjudicates complaints against professionals and, when necessary, imposes disciplinary sanctions.

The Board issues licenses to psychologists and psychological assistants.

The Board’s statutory authority is in 24 Del. C., Chapter 35.


Meetings

Unless notified otherwise, the Board meets the first Monday of each month at 9:00 a.m., except for July, August and December. In July, the Board meets the fourth Monday of the month and does not meet in August and December. All meetings are open to the general public and are held in the Cannon Building, 861 Silver Lake Boulevard, in Dover. The meeting schedule is available at the State of Delaware public meeting calendar.

The Board/Commission may need to review and approve your application for licensure and will only review a complete application. A complete application includes your application and any documentation submitted through DELPROS and/or any documents submitted through the mail or email from third-parties. The Board/Commission will review your documentation at its next scheduled meeting.
